Pennant Hills Rd traffic set to get thousands more trucks to build a tunnel to take trucks off the road

THE Roads and Maritime Service has said 70 trucks an hour carting concrete from the Mount Kuring-Gai industrial area to the NorthConnex tunnels via Pennant Hills Rd next year will “not add to traffic congestion”.
The slow rumble of 70,000 transit mixer truck will start to build around Hornsby later this month and reach a maximum hourly rate of 35 trucks going each way to and from the plant to the various project sites along Pennant Hills Rd.
A commercial concrete batching plant has been built at the Hornsby Council waste management depot on Beaumont Rd, to provide fresh concrete for the 9km twin tunnel motorway project.
NorthConnex will use about 160,000 cubic metres of concrete for structural elements and 200,000 cubic metres of concrete to line the tunnel.
A recent traffic study “indicated no additional queuing or delays” are expected at traffic lights along the concrete haul route as a result of the project, an RMS spokeswoman said.

“Deliveries will be made using approved routes including the M1 Motorway and Pennant Hills Rd during standard work hours,” she said. “No local residential roads will be used.”
The average number of trucks headed west on Pennant Hills Rd (east of Beecroft Rd) each hour is about 250, RMS data shows.
Concrete delivery is scheduled to start at the end of October and will peak in late 2017 with up to 70 truck movements per hour (in and out).
There are about 70,000 to 75,000 truck movements expected with the plant operating 24/7 until the end of the project in 2019.
Trucks hauling spoil to fill Hornsby Quarry will also use the M1 Pacific Motorway but George St and Bridge Rd will be used during off peak hours to minimise congestion, the RMS spokeswoman said. During peak hours the “preferred route” for Quarry trucks will be Bridge Rd, Jersey St North and Windybanks Rd.
Hornsby Mayor Steve Russell acknowledges it may inconvenience people.
“It’s a legitimate concern and I understand that but we have to go through some disruption for the massive gain of NorthConnex,” Mr Russell said.
Hornsby Council leased their land for the plant to NorthConnex for $187,500 per year, for three years, plus a three per cent annual increase.
“It’s income for the ratepayers of Hornsby,” Mr Russell said. “We’ve done a pretty good deal there, that land was just sitting there.”
The site will be remediated and become a waste facility once the project is finished, he said.
The site is close to sand and gravel sources at Peats Ridge and that reduces traffic haulage and the delivery of raw materials through Sydney, a NorthConnex notice said.
“Once tunnel breakthrough occurs, some concrete trucks will be able to access the tunnel through the Northern Interchange,” the note said.
The site will house the concrete plant, office facilities, material storage, wash down area, storage silos and concrete testing facilities.
The plant was approved by the Department of Planning and Environment.

Sion residents say pollution from concrete batching plant is making them ill

Residents of three societies from Sion have complained that a ready-mix-concrete (RMC) plant located near their complexes is causing air and noise pollution, leading to several of them falling ill.
An RMC plant is a factory or cement mixing plant where cement mix is made in large quantities, mostly used for construction.
An official from the private RMC plant said the operator had spent nearly Rs70 lakh to meet the Maharashtra Pollution Control Board’s (MPCB) norms. “We put up tin sheds that are more than 10-feet tall and barricaded the periphery of the plant. We installed dust suppression systems. We created a two-level tyre washing technique to reduce dust. Senior MPCB officials visited our plant and gave us consent to operate,” said the official.

Residents of Everard Nagar, Lokmanya Pan Bazaar and Harshad housing societies in Sion have filed repeated complaints with the MPCB over the past two years, demanding that the plant be shut down and relocated. However, no action has been taken against the plant operators.
“Trucks exiting the plant leave behind cement on the roads in front of our buildings. This has led to dust pollution, which has been causing eye irritation, breathing troubles, cough and cold for a lot of residents,” said Saraswathi Sundareswaran, resident of Everard Nagar. “Either the plant should be shut or the trucks need to use an alternative route,” she said, adding 500 residents began a signature campaign to shut the plant but the authorities did not act.
A resident of Lokmanya Pan Bazaar housing society said the process of cement batching and constant movement of trucks had led to high noise levels. “The plant has caused sleepless nights for our children as each time a truck passes through the narrow roads, our walls start to vibrate,” said BS Farale, secretary of the society.
An official from the concrete batching plant manufacturers said the residents had a problem with the trucks using the service road in front of the societies. “The road is also marked on the city’s development plan and can be used by trucks,” he added.
According to MPCB guidelines, RMC plants must create a 100-m buffer zone from residential areas and arterial roads. Most plants do not follow this.
MPCB officials said similar complaints were filed last year by residents and the plant had been given a notice. “After we intervened, the plant was shut down for a few months this year. It installed dust separator, collection systems and complied with all our guidelines,” said the sub-regional officer of the area, MPCB. “The plant has taken the consent of various departments of the civic body and is functioning without causing pollution,” he added.
The land owners, Somaiya Trust, which has a cancer hospital in the same vicinity as the plant also refuted the residents’ allegations. “The RMC plant only uses wet slurry. There is no question of dust emanating from there. It has not caused any issues for any of our patients either,” said V Ranganathan, representative, Somaiya Trust.
What is an RMC plant?
An RMC plant is a factory or horizontal concrete batching plant where cement mix is made in large quantities. From here, the mix is delivered to construction sites in trucks with mixers that keep rotating to prevent it from getting dry. Such a plant can produce 80 to 100 metric cubes of concrete daily.
A 2010-’11 study by the National Environmental Engineering Research Institute (NEERI) on the sources of pollution in Mumbai found that construction activities alone were responsible for a whopping 8% of the city’s pollution.

Lopes-owned concrete operation under fire at Taunton City Council meeting

If a well-known Taunton business owner of a concrete manufacturing facility doesn’t make major changes related to noise, dust and physical vibrations, then he should be prohibited from doing business with the city, according to a lawyer who spoke Tuesday night to the City Council’s council as a whole committee.
Thomas E. Workman Jr., in a document presented to the committee on behalf of himself and some of his Weir Village neighbors, said that’s the price Gilbert Lopes Jr. should have to pay — as long as Lopes continues to ignore city ordinance and disregard the complaints and concerns of people living near his Red-Mix Services concrete batching plant at 120 Berkley St.
Workman, who said he is working pro bono as the official counsel of his neighbors, said Lopes, whose construction company has been a mainstay in the city for more than 50 years, should be required to apply for an earth and materials removal permit.
The last earth-removal permit issued to the owners and operators of the former McCabe Sand and Gravel Co., which was the long running forerunner to Redi-Mix, was in 1981.

Gilbert Lopes wasn’t at Tuesday night’s meeting, but his vice president Joseph Tutsch and a handful of Lopes associates were. Nearly 40 residents and their supporters helped fill out the seats in the City Council chambers inside the temporary City Hall setting of the former Lowell Maxham School.
The day before the meeting Workman participated in an interview with the Taunton Daily Gazette in front of the Red-Mix Services site to describe ongoing complaints of neighbors. Earlier in the day he issued an appeal for a boycott of Lopes but apparently failed to draw enough willing participants.
Tutsch, on Wednesday, said Gil Lopes isn’t averse to working out a solution with the Weir Village neighbors who live on Berkley, Pratt, Jerome and other adjacent streets.
The City Council ended Tuesday’s lengthy meeting by adopting motions to meet again within the nest few weeks after it has gathered information and opinions from City Solicitor Jason D. Buffington as well as multiple city boards, departments and committees
“We would hope to work out a solution with the neighborhood prior to the city council meeting,” Tutsch said. “However, we do not feel we need (an earth-removal) permit to operate at that facility, because it is not an earth-removal operation. It is not a mining operation.”
Tutsch said the question of an earth-removal removal is a moot point: It’s been many years, he said, since anything has been dug up and removed from the Berkley Street site.
He also contends that the sand-and-gravel site has always operated in accordance with city zoning board rules as a “grandfathered non-conforming-use” business.
The origins of the McCabe business in Weir Village dates back 100 years.
City Councilman David Pottier cautioned against overreacting and attempting to issue any sort of cease and desist order. which he said could land the city back in court facing a lawsuit.
He cited a 2015 suit brought against the city by both Verizon and a cellphone tower company alleging that the City Council's rejection of a new tower near Alfred Lloyd Boulevard was arbitrary and ran contrary to federal law and scientific fact.
John Zajak, an attorney representing Lopes Construction, said he would welcome clarification as to whether the business does in fact need a permit to operate.
Complaints of noise, vibration, cement dust and rumbling trucks that alllegedly sometimes travel too fast came to fore this spring during the time that Redi-Mix was supplying large orders of concrete to the massive Amazon building being built in Freetown.
Since then the number of cement mixing truck and deliveries has significantly diminished, but neighbors still claim that they are suffering sleep deprivation and other effects of a stone-crushing machine and trucks going in and out of the plant.
Red-Mix Services uses a batching plant to manufacture concrete from stone, gravel and cement powder. But it also uses a rock crusher to create various materials for different types of businesses and manufacturers.
Complaints began to circulate in 2013 when Lopes and his then business partner Gregory Keelan revitalized what had been a declining business. As contracts and jobs increased so did discontent among neighbors.
Nearly half a dozen residents spoke at Tuesday’s meeting, some of whom described vibrations and rumblings so strong that their houses have been structurally damaged.
One resident, Charyl Calfina, described how she has to wear headphones to bed every night. Ironically, Calfina said, she hired Lopes Construction to build her house three years ago.
A common complaint of residents has been what they claim has been nearly round the clock operation of wet mix concrete batch plant equipment and trucks.
Redi-Mix Services up until now has had no restriction regarding its hours of operation.
Councilman Gerald Croteau, who has been hailed by the residents for taking a strong stand against the Lopes-owned Redi-Mix Services, was the only council member to vote against referring the matter to various department heads, including the DPW and police, and boards and committees.
Croteau said he's instead in favor of requiring the company to seek a permit.
Croteau received a round of applause after he drew an analogy to a 24-hour department store that needs a permit to stay open.
As for any grandfather clause, he said: "Yeah, it was grandfathered, and the grandfather died."

Nearly 10,000 people have signed a petition against concrete factories at the Olympic park

Imagine, joy of joys, scraping together a deposit for your first home next to the old Olympic site, which for Zone 2 is one of the few places where you still feel like you can breathe. Everything is hunky dory – until six weeks after you move in you find out your new neighbours might come in the form of four giant concrete and asphalt factories. That'd suck, right?
Nearly 10,000 people have signed a petition against proposals submitted to the London Legacy Development Corporation, (tasked with protecting the 2012 Olympic legacy) which include three concrete mini batching plant and an asphalt production plant on a site bordered by residential buildings, the London Athletics Centre and the UCL East campus.
Local resident Emma Critchley is just one of many worried about the affect the extra pollution will have on her health and the surrounding area and you only need to scroll through the comments below the petition to see that this is not the Olympic legacy most Londoners had in mind.

Critchley says: 'So much good could be done with that land, which retains its industrial use and fits in line with the ethos of the area. Something that actually draws people to the area and makes it even more desirable than it already is.'
The plans would see an estimated 900 heavy goods vehicles clog the roads to and from the Queen Elizabeth Park and all that concrete dust, exhaust and asphalt fumes can't sit well with asthma sufferers, alfresco diners or with mayor Sadiq Khan's plans to battle London's toxic air.
A representative from the mayor's office is an observer on the LLDC board, but a statement issued to The Guardian said the mayor 'had no powers to get involved in decision making.'
The LLDC said it would not comment on planning applications currently under consideration.

Cemex takes Gloucester belt type concrete batching plant out of town

The new plant, which cost £700,000, replaces the existing belt type concrete batching plant in Gloucester, eight miles away.
The Imer Oru Oneday batching plant is a fully wet batch plant, which is skip-fed as opposed to by conveyor and allows collection using a flatbed vehicle. The design of the plant opens up the market for call and collect customers, as well as delivery to site by Cemex independent haulier contractors.
“The move to Moreton Valence takes the mobile concrete batching plant factory out of the city centre with all the inherent traffic problems which can result in delays and possible annoyance for the local community,” said Marcus Rappensberger, Cemex director, readymix southern. “The [new] site is in an industrial area which used to be a RAF facility and is outside the residential area of the village.”

The Gloucester plant has been closed after 60 years and production of 1.4 million cubic metres for projects including Berkeley power station, Sharpness Docks and Gloucester Quay’s Shopping Centre.

Compact mobile batching plant for Spurs’ new stadium

Building materials supplier Tarmac, part of the CRH group these days, has bought a Rapid Transbatch compact mobile batching plant for Spurs’ new stadium.

Northern Ireland-based Rapid International recently supplied the Transbatch batching plant to Tarmac for on-site production of readymix concrete for the construction of Tottenham Hotspurs’ new 61,000-seat football stadium. The stadium, scheduled for completion ahead of the 2018/19 season, is part of the larger Northumberland development project, which includes new homes, a supermarket, a primary school, a public square, a university technical college and new administration buildings for the football club. Mace is managing the project and has brought in Tarmac as concrete subcontractor for the scheme.
Tarmac selected the Rapid Transbatch for its high output and its mobility. The project calls for concrete outputs of 80m3 per hour; the Transbatch can manage up to 100m3 per hour.
Tarmac readymix business manager Steve Hyde said: “The football club was very interested in the ultra-mobile concept as the concrete mini batching plant has to move to a different location mid project. They needed, however, to meet the 80m3 per hour requirements of their contractors.”

Bassendean joins Bayswater in hardened stance against ready mix concrete plants

TOWN of Bassendean councillors have knocked back an application for a mobile ready mix concrete plants on Clune Street, following the City of Bayswater’s refusal last week.
The councillors made a unanimous decision at last night’s council meeting to refuse the plant, which would have been about 1km away from a similar plant in the City of Bayswater.

About 49sq m fell in the boundary of the City of Bayswater with access and egress to the site from Clune Street, also within the City of Bayswater.
In May, the application was put up for public comment on the Town’s website because of the distance from residential housing and the nearby proposed Bayswater self loading batching plant on Collier Road.
There were 16 submissions, including two residential owners from within the 300m-500m buffer zone, all of which opposed the proposal.
The main concerns included dust and noise pollution with potential effects on personal health, traffic volumes and potential debris on the road and impact on sensitive land uses within the recommended buffer zone.
Councillors agreed the officer recommendation to refuse approval due to non-compliances with local planning schemes and the Traffic Management Plan failed to take into account the anticipated daily vehicle volume.

City of Bayswater against proposed mobile concrete batching plant in Bassendean

City of Bayswater council does not support a proposed Bassendean concrete mobile batching plant set to straddle the boundaries of the localities.
The application, before the Town of Bassendean, was referred to the City for comment as a 49sq m strip lies on Bayswater land.
The proposed development is about 1km away from a similar proposed batching plant on Collier Road, an application the City of Bayswater has fought against for about five years.
After State Administrative Tribunal (SAT) mediation, which came about after the Town failed to review the application within the required timeframe, the applicant submitted an amended waste and dust management plan to address concerns raised by SAT.

At a meeting on Tuesday night, Bayswater council moved without debate its opposition to the containerized concrete batching plant.
Reasons included the Clune Street proposal not providing enough supporting information that demonstrated dust emissions would not unduly affect the area.
The plans did not provide 20.1m of land dedication required for the Wicks Street road reserve extension and affected the outline development plan adopted at the former CSBP site.
According to City officers, the design of crossovers to Clune Street would not comply and the development was “not consistent with the orderly and proper planning of the area”.
Town of Bassendean received 11 objections to the proposed development and concerns included health impacts, dust emissions, noise and increased traffic volume.
The Department of Environmental Regulation (DER) advised applicants Rowe Group they would need a works approval before it could assess environmental suitability.
City officers suggested Bassendean include extra conditions including installing a wheel wash for bulk cement truck  regularly cleaning the street of dust and sand deposited, and undertaking routine dust monitoring.
