Cemex takes Gloucester belt type concrete batching plant out of town

The new plant, which cost £700,000, replaces the existing belt type concrete batching plant in Gloucester, eight miles away.
The Imer Oru Oneday batching plant is a fully wet batch plant, which is skip-fed as opposed to by conveyor and allows collection using a flatbed vehicle. The design of the plant opens up the market for call and collect customers, as well as delivery to site by Cemex independent haulier contractors.
“The move to Moreton Valence takes the mobile concrete batching plant factory out of the city centre with all the inherent traffic problems which can result in delays and possible annoyance for the local community,” said Marcus Rappensberger, Cemex director, readymix southern. “The [new] site is in an industrial area which used to be a RAF facility and is outside the residential area of the village.”

The Gloucester plant has been closed after 60 years and production of 1.4 million cubic metres for projects including Berkeley power station, Sharpness Docks and Gloucester Quay’s Shopping Centre.

Compact mobile batching plant for Spurs’ new stadium

Building materials supplier Tarmac, part of the CRH group these days, has bought a Rapid Transbatch compact mobile batching plant for Spurs’ new stadium.

Northern Ireland-based Rapid International recently supplied the Transbatch batching plant to Tarmac for on-site production of readymix concrete for the construction of Tottenham Hotspurs’ new 61,000-seat football stadium. The stadium, scheduled for completion ahead of the 2018/19 season, is part of the larger Northumberland development project, which includes new homes, a supermarket, a primary school, a public square, a university technical college and new administration buildings for the football club. Mace is managing the project and has brought in Tarmac as concrete subcontractor for the scheme.
Tarmac selected the Rapid Transbatch for its high output and its mobility. The project calls for concrete outputs of 80m3 per hour; the Transbatch can manage up to 100m3 per hour.
Tarmac readymix business manager Steve Hyde said: “The football club was very interested in the ultra-mobile concept as the concrete mini batching plant has to move to a different location mid project. They needed, however, to meet the 80m3 per hour requirements of their contractors.”

Bassendean joins Bayswater in hardened stance against ready mix concrete plants

TOWN of Bassendean councillors have knocked back an application for a mobile ready mix concrete plants on Clune Street, following the City of Bayswater’s refusal last week.
The councillors made a unanimous decision at last night’s council meeting to refuse the plant, which would have been about 1km away from a similar plant in the City of Bayswater.

About 49sq m fell in the boundary of the City of Bayswater with access and egress to the site from Clune Street, also within the City of Bayswater.
In May, the application was put up for public comment on the Town’s website because of the distance from residential housing and the nearby proposed Bayswater self loading batching plant on Collier Road.
There were 16 submissions, including two residential owners from within the 300m-500m buffer zone, all of which opposed the proposal.
The main concerns included dust and noise pollution with potential effects on personal health, traffic volumes and potential debris on the road and impact on sensitive land uses within the recommended buffer zone.
Councillors agreed the officer recommendation to refuse approval due to non-compliances with local planning schemes and the Traffic Management Plan failed to take into account the anticipated daily vehicle volume.

City of Bayswater against proposed mobile concrete batching plant in Bassendean

City of Bayswater council does not support a proposed Bassendean concrete mobile batching plant set to straddle the boundaries of the localities.
The application, before the Town of Bassendean, was referred to the City for comment as a 49sq m strip lies on Bayswater land.
The proposed development is about 1km away from a similar proposed batching plant on Collier Road, an application the City of Bayswater has fought against for about five years.
After State Administrative Tribunal (SAT) mediation, which came about after the Town failed to review the application within the required timeframe, the applicant submitted an amended waste and dust management plan to address concerns raised by SAT.

At a meeting on Tuesday night, Bayswater council moved without debate its opposition to the containerized concrete batching plant.
Reasons included the Clune Street proposal not providing enough supporting information that demonstrated dust emissions would not unduly affect the area.
The plans did not provide 20.1m of land dedication required for the Wicks Street road reserve extension and affected the outline development plan adopted at the former CSBP site.
According to City officers, the design of crossovers to Clune Street would not comply and the development was “not consistent with the orderly and proper planning of the area”.
Town of Bassendean received 11 objections to the proposed development and concerns included health impacts, dust emissions, noise and increased traffic volume.
The Department of Environmental Regulation (DER) advised applicants Rowe Group they would need a works approval before it could assess environmental suitability.
City officers suggested Bassendean include extra conditions including installing a wheel wash for bulk cement truck  regularly cleaning the street of dust and sand deposited, and undertaking routine dust monitoring.

National Green Tribunal notice to DMRC on contempt plea by Janakpuri residents

The National Green Tribunal today sought response of the Delhi Metro Rail Corporation (DMRC) on a plea seeking initiation of contempt proceedings against it for not restoring a residential area here after closure of a automation concrete batch plant which was causing pollution.

A bench headed by NGT Chairperson Justice Swatanter Kumar issued notices to DMRC, Central Pollution Control Board and Delhi Pollution Control Committee while seeking their reply by January 4.

The notice came on contempt petition filed by RWA of A-1 Block of Janakpuri seeking initiation of contempt proceedings against DMRC for "deliberate, willful and intentional disobedience" of the order of the green panel.

In 2014, the Tribunal had directed Delhi Metro to shift a commercial concrete mixing plant set up by it within a period of eight weeks and asked "DMRC, its agent/contractor" to take measures to ensure restoration and reforestation of the area.

"No restoration or re-afforestation work had been undertaken by DMRC or its contractors and instead in January 2015, it began utilising the area for transporting massive iron girders through concrete mixer trucks and storing the same," the contempt plea while seeking imposition of "exemplary fine" for non-compliance of order.

The RWA has also alleged that the activities being carried out by DMRC in the area have worsened air and water quality of the area.

"Pass an order directing DMRC and its agents or contractors to restore the green cover existing when the site in question was being used by Bharat Prakrita Chikitsa Mission and prior to the establishment of the impugned concrete mixing plants," the plea said.

Earlier, the DPCC's inspection report had mentioned that there were certain lapses in the functioning of concrete mixing plant which was causing pollution in the area.
